so the throttle fails, in Park too? or neutral or in drive.
we need to know all facts here.
the throttle adds air the EFI measures that and adds fuel.
then RPM rises, to 3000 rpm easy in park.
does it do that?
then fail to make power in drive.? power is in move car?
check fuses first.
then scan it. using any scan tool works on all USA 1998 and canada. cars.

or "then it starts to go"

my guess now is ,that car drives ok, but has a small hesitation
and has full power up any hill wide open throttle and the transmission does not slip.?
is that it?
that can be a bad TPS sensor. (hesitates then catches up)

what is the delay time, from ignoring right foot to go.

starts ok, and stalls.
if you had a scan tool connected it would tell you why! 90% time
first off stalls can be caused by 50 things....so guessing is out.

the first thing is did you try to prevent stall with a fast right foot?

yes, prevents stall easy or hard but does. this is first. !!!
2nd is , did you lose 12vdc power to dash ,lights and guages go dead at stall, Lost 12v power.

then the ASD probably dropped out, if it did we know why
because the PCM tells you why any time ASD drops.
ok ASD didnt drop, before stall.

causes.
bad spark, never ever to a 30k or 60k mile service,? spark parts. and filters>? (omg i thought all parts run 300k miles< no they dont)
flooding, is it flooding, google how to discover flooding.
lack of fuel, fuel starvation, 180degree back to filters.
Scan tool shows ECT at -39F? or dead. DTC errors or reads wrong.
leaking injectors. (or clogged) but the injector leak down and balance test never lies.

or just the cluster dies. or just cluster back lights in PARK mode.
car runs ok.?

the cluster (if only its bad) has 2 fuses, replace those.
if that dont fix it ,scan the pcm ,
using any scan tool ever sold.

that is because you have Part time 4wd? (what do you have)?
and must not drive on pavement free of ice.
its now winding up the drive train, bad for it too.

drive, to dirt, sand, gavel or grass and shift out of 4wd.
or jack up 1 tire, and same,
one tire must be on slippery surface. at least.

Is there a chance that you got a lot of moisture in the alternator too? I would check that out but also look to see if the unit is still tight in the bracket and the belt is snug - all with the engine off. Whatever is loose needs to be tightened.

is their power going to the starter? take a volt meter and turn key on and see if your getting juice to the starter ? or make sure the ground to the frame is attached also.

jeeps have more than one engine so which one? (some have 3)
vacuum varies by country and engine, (smog AND epA Laws here))
and if in the USA, the vacuum map is under the hood of all usa cars.

open hood see that>? the EPA sticker with spark gaps and vacuum.? map.

it's in the FSM , factory service manual
its at alldata.com, log in and read there.
there are but a few. on OBD2 cars. fewer yet on 4.0L with no egr.

fuel pressure reg.

tell what engine you have.
or google Jeep engine size vacuum map
use google image too.

since you comment about it starting but dying it is POSSIBLE that it is the ignition switch, but since the vehicle is OBDII compliant beg borrow or rent a test unit and plug it in under the dash in the trapezoidal connecter and see what it has to say, The likelihood is that it isn't the switch since you state that it "sputters and dies". Normally when it is a switch it just shuts right down without any additional drama. This could be a bad ECM. As I have run across the exact same symptoms on the 98 JGC before.

If your car is moving when it does this, check that the wires are on tight to the blower motor.

Check for power at the motor when activating the window switch, if there is power, and no motor noise the motor is bad. If you can hear the motor, the motor's clutch is bad. A lot of times, the motor & clutch are one unit.
