This sounds like a bad earth most likely to the rear of the vehicle I live in Australia and we don't have the Chevy blazer here but there are a few simple things I would like you to check has the vehicle had any accident damage that may have had wires badly connected or left unplugged, how long has the problem been there did it start just after something was fitted to, or removed from the vehicle, these things can help in pointing you to a quick diagnosis. next if you have a tow bar you should find out what wire on the trailer plug is the earth wire and try running a separate wire form the battery earth all the way to the trailer plug and connect it too the earth pin on the trailer socket on the rear of your vehicle, try the lights now if this fixes it you need to follow the wiring and find where it connects to the body and clean that off also check the battery for secure terminals with no corrosion if these things fail the next one I would try is to remove the bulbs in the rear of the vehicle one by one and try the lights each time to see if there is a earth fault there and me final suggestion would be to check if there are any suspicious looking bulbs that may have an internal fault

Car electrics are very complex and a lot of bulbs use a common earth. The first things I would suggest you do is remove all the bulbs one at a time and test them with either a test meter or wires attached to the battery. The scenario you write is what happened to me on a Nissan. The culprit was a bulb that was out, coupled with an unrelated fuse that had blown. This caused electricity to flow in directions that it shouldn't. Then check all your fuses. If that doesn't work, you need the service of a good auto-electrician.
