The only thing that I can relate to this is when I had a high speed bearing on one of the serpentine pulleys go bad. Replaced the pulley and no more sound.

Sounds (no pun intended) like it may be your horn relay that has gone out. The horn relay is located in your fuse box. The relay clicks to engage the live horn circuit which drives the speaker.
