  1. Tap on Setting > iCloud > Storage. Then tap on Manage Storage.

if so, go into Settings>WIFI and look for your network. If none are present, your router is not transmitting or your wireless function is dead on your iPad. If network shows and you still have a problem, go to SETTINGS>GENERAL>NETWORK RESET and go through wireless network settings again.

Ellie , hold the home button and the power/ sleep button down at same time . ..........
depress the home button and the power button at the same time , continue to hold until you see the apple logo appear . It should take a minute or so . When it appears let off both at the same time it will stay on for a moment then disappear. Give it a minute then click home button and you should have your home page . Let us / me know if this does or does not work . There's another way since your problem is a little different being your already seeing the logo . Depress and Hold your home button and power at same time . This will or should take a few seconds but Keep holding until you see the apple icon . When you see it let off both at same time . After a minute or more it will disappear . After it disappears wait a couple 3,4,5, seconds and you should be able to press the home button and your home page should display .
