Behind the white plastic section at the back of your freezer (4-6 screws to remove) there is a drain hole at the bottom. This will be frozen and prevent water from defrost from draining away - we have exactly the same problem. defrost the freezer and ensure this drain is no -longer frozen. I used hairdryer and warm water to clear. You may have a secondary problem of defrost cycle going wrong - the most common replaced part is R1098 or something like that a defrost sensor which is easy to replace by removing the top rear plastic section - 3-4 screws to remove and it simply pulls out as it is lightly clipped in. I was worried about breaking it but it came out with a bit of a tug. The defrost heating element is another part which can pack in. I'd replace the other part first and see how it goes.

1E - WATER PRESSURE SWITCH ERROR
* Generated Frequency Signal of WATER LEVEL (WIL) SIW (KHz)
Normal Level = Abnormal W/L Frequency
Low Level = 30.00 Khz
High Level = 15.00 Khz
If the same signal is detected for more than 5 seconds, it is a PRESSURE SWITCH Error. When this error occurs the drain pump will operate for 3 min. and the display will show 1 E indicating a pressure switch error.

The 9E code as it pertains to your Samsung is as follows according to the Samsung service manual...
ERROR TYPE - Low water level detected.
OCCURING CONDITION - Occurs when low water level even after water supply resumes after low level is detected the 1st time.
POSSIBLE/EXPECTED CAUSES - a) Low level sensor defective. b) Low level sensor wire loose/not connected. c) Main PBA fault/defective ( main board )
Steps to resolve-check.
Check for foreign material in the floater of the Low Level Sensor.
- Check the voltage between both ends (pink and brown wires) of the Micro Switch.
When operating normally after water is supplied:
- Check only the Micro Switch.(Remove the connectors before checking.)
Lift the lever: Short
Lower the lever: Open
- Faulty: Replace the Low Level Sensor, Remove foreign material from the floater
- Normal: Replace the Main PBA assy.
