Question about Televison & Video
What is the TV source? If you are using any device connected with an HDMI cable, you need to disable the captions at the set-top box. This may be a hidden feature. On my IPTV box, I need to go to Settings and enter a code from my provider. Next the caption options (including on/off) are under Hardware > Audio. On some satellite receivers, you can have two TVs served by one set-top box. To disable the captions, you had to go to the settings at the primary TV, not the secondary one. Then it took finding the CC section of the menu settings.
I hope this helps.

SOURCE: closed caption
Are you talking computer or TV?
Closed caption on a TV is when the volume is muted and it prints the speech in a box on the screen. You have to turn it on in the menu.

The problem was with the Motorfolla Comcast cable box not my T.V. . I turned off my Comcast cable box, pressed menu on the remote to the cable box. This made a 16:9 ratio appear on the cable box's LED read out, and a bluish screen appear on my television. One of the options on my television was to turn on and off closed captioning. Therfore, I turned off closed captioning and the problem was solved.

Sounds like the CC data is coming from your cable service. I would check your cable box options and turn CC of there as well. what company are you with as far as cable ? also what model cable box do you have?
