Look for the tilt lock lever on opposite side from speed control.

Check the power wire that plugs into the power supply for anything that doesn't look right. Something could be loose inside also but don't attempt to dissemble it and fix it unless you're confident in your skills, otherwise any electronics shop could diagnose and likely fix it for a small fee.

Can you locate the motor?

See parts manual at link below. It doesn't show exactly where the cap is mounted but you should be able to follow leads from the motor to capacitor.

Routine cleaning of the drive should have stopped this from happening. Try cleaning the sub assembly and re lubricate after checking for damaged drive cogs etc.

You can probably get them from here, but you have to order their minimum quantity -
They have self adhesive pads that you can replace the old feet with, and you will have a couple hundred left over for about 20 bucks.

Call a Hobart Service Centre for an engineer to call. Any problem like that on a commercial machine needs to fixed professionally, especially with problems of your type. They are powerful enough to damage and tear off limbs, you would negligent in law not to fix a machine like this.
