That does not sound right. I have had several Samsung tablets and never saw that. If the tablet it new it sounds like it might be defective.

check you manual or with toshiba, but it is possible to get the bios reset you just need to have the right tools. It might be a disk or a setting in the bios itself.

  1. Go to Settings - General - About look at what version number you have. If you have 8.3 then you are out of luck for a while until they figure out how to jailbreak it. hopefully soon

You cannot install Cydia without jailbreaking an iDevice. Because it is a third-party app store and contains lots of apps and tweak that Apple does not accept.
