if this has been sitting,,even if it hasn't, #1clean or replace the air filter, #2have the carb professionally cleaned and set, and #3 replace the spark plug.

Is it actually the warming up of the relays that helps it start though? My first guess would be the electrical contacts in the power distribution box. If starting is the only electrical issue you have, it's either a contact, the relay, or wiring to the PDB.

Hey Anon, It sounds like the "choke" system is not working properly,, hard to start until it warms up is "classic" choke system problem..
