Battery is being drained as it operates and not taking charge

check tightness and clean both terminals and cables

how old is the battery
may have a dead cell ..wont take charge

check the charging input to the battery with a volt meter
has to be above 12 volts
if lower or equal to 12 volts ...no good
the charging stator inside the engine needs testing or repair or replace

stator is another word for an alternator or a generator

why it plays up
best guess the ATV if a 12 volts system wont run on 11 volts

Would a bad battery cause you fuel pump not to work right on a 2012 polaris ranger side by side

Only if it is an electric fuel pump... does the pump have wires attached... its doubtful that it is electric... the fuel pump is probably a vacuum operated pump (uses the vacuum created by the engine running)..
Not that familiar with that particular model.. electrical fuel pumps on atv..etc.. are rare.. I have never seen one!!

Can the charging system on a 2004 polaris ranger cause back firing cutting out and dying

these ATVs do a lot of hard work for size of motor

worth checking other things as per normal servicing
new spark plug
clean air filter
drain and add new fuel to tank
wont hurt to clean the carby or bowl contents
if fitted with a fuel filter inline .. fit a new one

and valves adjustment if still back firing

2004 polaris ranger

Sounds like the key cylinder contacts is at fault on the normal position. you may be able to jump this for a test.
Maybe also confirm the starter is retracting after it initially engages the flywheel. Sometimes heavy corrosion in the starter prevents this from returning and would stall the engine as the gears stay engaged.

New starter, new battery, terminals all clean, battery tests 12.8 . Turns over slowly doesn't start any help?

Fully charged battery should read 14.4 volts. Try a jump from a running car, see if that helps. If not, your engine may be siezed.
