My first thought is air leak... at carb manifold/gaskets/etc.. second is leaking head gasket.. or maybe - possibly- the carb itself.

every four wheeler I've ever worked on has the ignition timing fixed and controlled by the CDI. Mechanical timing usually invovles lining up the T on the flywheel with a mark on the cam shaft. you'll need a service manual for more specifics.

I have a honda rancher 420 fuel injection how do you get to the fuel filter

Think its made on the fuel pump itself,,, have to pull it oit of the tank to change,, i believe
