switch it of and leave it off for a week or two until it dries out. The odds are that your car has suffered catastrophic damage already.
there is probably water in every orifice , all the electrics /electronics may have shorted, the hum could have been something shorting out. I hope your vehicle is salvageable but would be talking to my insurers about now

1993 Suburban. Why do only the headlights and dome lights work?
So when you turn the key to on, no dash warning lights and gauges turn on? Did you check the fuses with a voltmeter or test light? With key off, some fuses would have power at all times-brake lights, headlights, horn- but with key on, all fuses should show power.
Just off the battery is the Battery Junction Block, where the power is distributed to various circuits through Fusible Links. These connect to battery power with eyelet connectors at the Junction Block-looks like 5 or 6 Links leading off the Block. Even the small wire from the battery to the Block is a Fusible Link, but if your headlights work, this main Link must be okay. One of the Links from the Junction Block would be to the ignition switch. If your ignition switch has power, you may have a bad switch, but you need to check if it has power first. If no power to switch, check the Fusible Links. The diagram I am looking at does not show which one it is, unfortunately.

Where is my starter fuse for an 1988 chevy silverado 1500. 2Wd
If you have one at all it will be an in line fuse and if that is the case you will need to replace the wire itself with a new one that has a in line fuse in it. The fuse panel would be the only other place but it is just for power for the circuit.

Ac compresssor not working
Make sure the A/C fuse is functional. If it is, the A/C clutch will not engage if the refrigerant charge is low. That means you'd need to refill the system (do not overfill) to specifications before the pressure switch can be "satisfied" and able to power the clutch.

Why does the horn often sound by itself?
Hi Joe:
The chances are pretty good that the spring in the horn button, or a part of the circuit in the area of the horn button is allowing unwanted contact. Finding the cause requires accessing the horn switch in the center of the steering wheel. To avoid driving the neighbors dog crazy, first disconnect the battery ground terminal. Then remove the horn button. Not sure which one you have, but try pushing it down and then turning it to left. Some of them also just pry gently upwards. Once the button is out of the way, you should be able to see the connector pin, spring, and contact points. Clean them all up and confirm they are free to move like they are supposed to. Re-assemble, then re-connect the battery and test.
