Check the "Pressure Switch" as it sounds like the one on that transmission is going bad.

code p 0700 refers to transmission control module(TCM)--malfunction===causes ---wiring---TCM check for loose / corroded wiring connections and or/ replace thet TCM

What kind of testing have you done? What is model year? Can you check applicable trouble codes? How long since a tune-up? If no spark anywhere, check primary voltage to ignition coil, engine cranking. If nothing, check asd relay circuits, where applicable. Computer may not ground asd relay, the usual reason is the computer doesn't see the proper signal from cam and or crank sensors. There could be other issues. Talk to me.

The button to turn them on, or the fuse to fix it? Either on the top or side of the steering column for the switch to turn them on. Check main Serpentine Belt. Do not drive the van until you confirm that the belt is working. With no belt the engine will overheat and create the miss. Overheating will damage the engine. It is a known characteristic that some Chrysler vans when exposed to significant splash will lose the belt off of the idler. There is a fix for this problem, If you have recently gone through large puddles this may be related.

The front- Is it leaking where the hoses are or near the fanbelts? Fanbelts would be a water pump problem, a mechanic may charge you from $350 - $600. if it is by the hoses you most likely have to change them may have a small crack in one of them, one hose goes the other is sure to follow. I change hoses myself, need pliers, and a screw driver, buy new hoses and new clamps and make sure the clamps are tighten real hard.

Test your battery terminals and cables for continuity , and make sure they have good clean conections to the frame, engine, and body.

Sorry ,dodge doesn't have one ! No fuel pressure ? Can you hear the fuel pump run ? , check the ASD relay in under hood fuse / relay box . ASD - auto shut down relay supply's power to fuel pump relay an to ignition system an O2 heaters .

IF TRANSMISSION LEAKING WHILE RUNNING LEAKING AT TORQUE CONVERTER SHAFT SEAL OR TRANSMISSION COOLER LINES GOING INTO RADIATOR LEAKING.YOU WILL LOSE MORE FLUID AT COOLER LINE BECAUSE TRANSMISSION UNDER PRESSURE THE OIL PUMP PUMPING IT THROUGH THE RADIATOR YOU WILL LOSE ALL YOUR FLUID QUICKLY IF LEAK COMING FROM COOLER LINES GOING INTO RADIATOR.DONT DRIVE VAN UNTIL FIX BECAUSE FLUID LOST WILL BE TRANSMISSION LOST.

Where is the smell coming from? Under hood? Rear/front of vehicle? It could be a leaky fuel injector... bad gas cap.... leaky fuel line... leaky tank/tank seal... disconnected evap line..... leaky pressure regulator to name a few. Have a pro inspect the fuel system to avoid a dangerous situation

3.3 engine? these have a problem with the timing chain guides. It starts making noise, eventually it gets louder. Good news though, it always keeps running. Never have seen one break. Most people live with it. $800+ job.
