first.... is this when the engine is cold or at operating temp. or does it make a difference.it would help to know what make model and year, that being said, high idle is generally caused by vacuum leak somewhere or dirty throttle body . does it have a vacuum brake booster or power steering brake booster?

Sounds like you have a leak. P2771 = Four wheel drive low switch circuit error. I would look for a broken wire or bad connection.

If the CEL was lit there are stored codes, unless the scanner is unable to communicate and/or power/ground to the ECM/PCM is compromised.

Pop open the hood and locate the fuse box in the engine bay. Open the cap, and you will see a lot of fuses. We would like to point out that all information about the fuse location is already printed on the inside of the fuse box's cover. However, the fuse you are looking for is 4WS Fuse and PCM 1 fuse, both of which have a 15-Amp fuse. The mileage is not mentioned. Wear and tear on the clutch pack can cause the symptoms that you describe. It is best if you take it to a transmission shop or get a whole remanufactured transmission.

Sounds like the switch for the fan is broken. Check thermostat, it might be stuck in the open position which tells your fan to stay on.

Are you sure your Silverado is a 1994? The first model was a 1999 year. The fuse for the cigarette lighter is in the engine compartment. A black box near the battery. I've attached an image to show the 2 most likely fuses you will need to check.

Check the under hood fuse block for a 40 Amp starter fuse, if ok locate and remove the starter relay use a short piece of wire to momentarily jumper cavity 30 into cavity 87 this should make the starter run if it does swap the relay out with one of the same number if it still doesn't work suspect the PCM (powertrain control module). did you try to remove the battery cables for 3 min?....doing this will reset it.
