my 2010 charger has an access to pump under the back seat...drivers side---I used the blunt end of a socket extension and a hammer to spin the locking ring...

most cases they turn on with the key not all a power cords fit and blow fuses you may want to check them the owners manual will show you where they are

If yours has the 2 tank it should have one pump for each. For single tanks, I am unsure if it has the 2nd pump under the hood. To be sure you can trace the line from the tank if it passes a motor before it reaches the engine.
