Why does steering wheel shimmy from 48 to 55 mph and also jumps up and down frequently?

The most common issue is tires and you said that it was speed balanced? How long ago? By whom? When tires are balanced there are weights that are clamped to the rim. If the weights are loose and fall off, the balance does no good. The speed is another issue, tires are balanced for a certain speed and until you reach that speed, it is usually not in balance. Lastly it could be brake rotors or a CV joint or bearing that is bad.

What are the probable causes for DTCs P0172, P0446, and P0455?

These codes all relate to fuel. As for the steering stiffening up, it shouldn't stiffen up if not used for a while. Check your tyre pressures, the tightness of the steering pump belt and level of fluid in the steering pump. If those are all fine, then a trip to your local workshop may be necessary.

How do i change the oil in a 2006 chevy cobalt ?

Put car on ramps. On the lowest point of bottom of the motor, you will see a bolt. . Place drain pan under the bolt, and turn bolt all the way out. Drain all the oil out and re measure what you're putting back in. Place 3 and one half liters back in as the filter holds almost a half a liter. Try not to run the car as you may hurt valve seals air filters etc.Good luck let me know how you make out. Please rate this solution Cheers from Nova Scotia!!

2006 chevy cobalt will not start

I'm sorry to be the one to have to tell you this, but you are going to need a new engine. The connecting rods have welded themselves to the crankshaft, due to oil starvation. That is why it will not turn over, even with a new starter. I would take that starter off and return it for a refund. Just make sure it's clean and doesn't look like it has been installed'
