What fan ? What year is the vehicle ?

Howard I see Derrick is busy giving his worthless answers again. You should have two fans. The one on the drivers side is the regular engine cooling fan. It should come on once your car has reached the proper temperature that your thermostat is set for.( they come preset) Actually it runs most all the time. The one on the passengers side is for the A/C Condensor.
When you run the A/C it makes your vehicle run hotter so that fan should come on only when the A/C is running. It cools the freon going through the Condensor coil helping the A/C blow colder and helps keep the vehicle running cooler. Hope this answered you question.

That is not a valid code for your car. If it is P1800, that is the code for a transmission control module Power Control Relay Circuit Open which can lead to harsh shifting (among other things).

Battery is shot. Modern batteries can test near full voltage and still not be able to deliver much current. If you wish to be certain, have the battery tested with a tester capable of measuring the CCA rating. Believe you will find it's only capable of providing less than half the rated output. Probably even less.

I use a Solar BA-7 tester to check all my batteries and charging systems.

Battety voltage in a modern car means is still important, but it's actually less important than how much current the battery is capable of delivering.

Considering the age of the battery for that year car, before you do anything else, try a jumpstart to see if the car will start. If so, you may just have a weak battery that needs to be replaced.
Unlike cars of old, modern car computers will deny power to critical circuitry when the battery falls to a certain level. Without getting too involved in explaining, this protects the sensitive circuits of your car from ill effects of a battery on it's last leg. Lights on and no attempt at start is indicative of intentional computer protect.
What a weak battery did to fry a cars clock windings in the 50's and 60's would certainly wreck a lot of options in the modern car so the computer protects those circuits through power denial.

Good luck.

Mass airflow issue. Check the MAF sensor and wiring.

First have a/c gauges put on the system to see what the pressure is. Too low of pressure will keep the compressor from engaging. If there is enough pressure then check to see if the clutch is receiving voltage. If so then it may have a bad clutch coil. If not check the a/c fuse and relay.

Check to see if current is at the clutch . If so then tap on the clutch pushing it into the hub. If it engages then the air gap is too wide.
