Since the ticking noise has been going on for about 6 years and you have not noticed anything yet, doubt that it is much of a problem. To be sure, next time in for service, have the mechanic check it out. A valve adjustment may be necessary. Or a lifter may need some work. If the ticking is coming from the engine, take a short length of pipe and hold it on the valve cover, etc.. You might be able to locate the ticking this way. Don't touch any electrical contacts. If it's coming from somewhere else on the car, with the car in park and on, give a listen under the car at various points to see you if can determine location. it should be on your registration. Here are other places it could be. Front of the engine block. This should be easy to spot by popping open the hood, and looking at the front of the engine. Front of the car frame, near the container that holds windshield washer fluid. Rear wheel well. Try looking up, directly above the tire. Inside the driver-side doorjamb. Open the door, and look underneath where the side-view mirror would be located if the door was shut. Driver-side doorpost. Open the door, and look near the spot where the door latches, not too far from the seatbelt return. Underneath the spare tire.If I knew the situation, I would not have said look at registration. How low would be the question. The engine died, that is why the wheel tightened up. Driving with to low of oil will kill the engine.

open the hood and hook up the charger for about 10 minutes and it should fire right up

Heads to b put on computer it could be cranckscensor or cams censor or coil packs's

I'd suspect you've ran into the dreaded Dodge transmission troubles. But is there a check engine light on ???
