look under your hood in the fuses see if you have a fuse with a clear top like thing its like a fuse but square it will be clear on top but solid all the way around thats what was wrong with mine

This problem might be a short circuit in the "clockspring' device that is in the steering wheel. That is pretty easy to replace and not real expensive. Youtube vids show how to do this.
