Car ran out of gas filled it up and didn't want to
If the fuse is the one for the fuel pump, you may have damaged the pump when you ran out of gas. Fuel pumps are in the tank now for two reasons. 1 because it is easier and more efficient to push fuel than it is to pull it like that old days. And 2, because high volume high pressure pumps need to be kept cool and gasoline is use as the coolant. In a low fuel condition, the pump could overheat and short part of the motor.

could be many things, why did you change the starter? was it cranking the engine? if so you didnt need to replace it. I suspect the ignition module or coil pack. BUT, is it turning over or nothing at all, if there is nothing at all I suspect the ignition wire {not battery wire} on the terminal on the starter., does the car have a security/anti theft system? See if you can get a code reader on it to give you an error code, then research the code, that may tell you something, tough one guys without seeing it. hope I was of some use. good luck.ps, just for fun...check ALL your fuses.

Go to a larger auto parts store and ask the counterperson to use the store's OBD II code scanner to read the Diagnostic Trouble Code (DTC) stored in your car's onboard computer. Then, the counterperson should be able to interpret the code and advise you as to the parts and general procedures to replace the problem parts. Good luck.
Hissing brakes
IT is probably a vacuum leak in the brake booster. With the pedal going to the floor There is either no brake fluid or you will have to bleed the system. Replace the booster and bleed the brakes starting at the longest line first
