Neon hesitation when accelerate
I suspect that your fuel system is faulty. Check for a clogged fuel filter, or if your fuel pump don't run at all, replace the "fuel pump relay". Sometimes your fuel pump will run, but be too weak to hold pressure, which will let your car idle somewhat, but be too weak to run the engine at speed or under load.
If your car is getting fuel, then the igniton system is faulty. Things to check or replace in the order that I would check them are here: They are the coil, igniton module, cam and crankshaft sensors, map sensor. Your car may be out of time due to a broken timing belt/chain, or it may have been loose and jumped a few teeth on their cogs. Check engine timing and condition of belt. These are not all of the igniton components, but the most common items that go bad. The rest of the components and sensors shouldn't cause your car not to start, but affect driveabiliy.
Throttle sticks in the open position
check throttle cable to make sure it isn't frayed, check throttle body to see if it has any damage ,sticking , bent shaft. any thing to cause it to not return to closed position. simply reaching over and pulling the throttle all the way open and releasing it (with the engine not running) should answer that. if it returns back on its own then its the cable
Stops suddenly

I have a 04 neon srt4, it was roughly -40 out and my clutch was stiff so i pumped it and when i depressed it down all the way it came back up without any resistance, and it felt like my clutch just ga
Either the piston in the slave cylinder has blown out or the rubber cup is no good. The brake fluid will be filling up the rubber boot or leaking out on to the road. Or the master cylinder has failed and the fluid is flowing past the boot down the fire wall and under the carpet. What ever it would be advisable to replace both units. At an educated guess I would say that the clutch fluid has not been changed for some and was heavily contaminated with water from the atmosphere ( brake fluid is hydroscopic meaning it absorbs moisture from the air.) The composition of the fluid becomes more water than fluid and in -40 there would have been almost ice in the clutch system. You have been given a timely warning to have the brake system flushed out and new fluid fitted there as well. The brakes are more important because with water contaminated brake fluid any prolonged heavy use of the brakes will boil the water off and the brake pedal will instantly go to the floor with no braking action at all
Hissing brakes
IT is probably a vacuum leak in the brake booster. With the pedal going to the floor There is either no brake fluid or you will have to bleed the system. Replace the booster and bleed the brakes starting at the longest line first
Only firing on 2 cyl
if it was the cam sensor it would affect more than just 2 cylinders also set the check engine light and set a code for the sensor. you will need to check powers and grounds at the coil plug to make sure its getting the voltage it should. this is out of spec then you will have to check at the pcm for voltages coming out of the computer to the coil. if you have no voltage coming out then you probably have a bad coil driver in the pcm.you will have to replace the computer.you could also have bad fuel injectors on these cylinders. again you will have to check voltages and grounds at the injectors like you did with the coils. take note that one coil pack feeds cylinders 1&4 and the other feeds cylinders 2&3.somethings to check out. the poor shifting could be related to the misfire or you have an internal trans problem
Radio cuts out
Did the xplod deck work correctly before you installed it? When it cuts out does it loose all its memory and setting and go back to factory defaults? It is possible that the deck is faulty.

Most auto parts stores will have replacement handles. Getting to the 'C' type retainer isn't easy. Usually I just use a long shafted flat screwdriver, pushing it between the door panel and the arm of the crank handle as I look for one of the ends of the retainer. Push slightly on one side, then the other of the retainer. The retainer will pop off and then the handle will easily slip off. Re-installing the retainer will require long nose pliers. Rotating the handle so the arm is pointing up will make this job easier.

Misfiring 16 cylinder natural gas electronic engine
plug wire , plug or a valve. usually plug wire will cause a miss a valve if on intake side will cause it to misfire sometime back into the intake. the plug can sometimes fire and sometimes not so simple replacement would fix. compression check would tell if it is valve issue.
2003 neon not firing
could be many things, why did you change the starter? was it cranking the engine? if so you didnt need to replace it. I suspect the ignition module or coil pack. BUT, is it turning over or nothing at all, if there is nothing at all I suspect the ignition wire {not battery wire} on the terminal on the starter., does the car have a security/anti theft system? See if you can get a code reader on it to give you an error code, then research the code, that may tell you something, tough one guys without seeing it. hope I was of some use. good luck.ps, just for fun...check ALL your fuses.
