Unless i am mistaken the fuel level sending unit is part of the new pump. Sounds like a weak fuel pump to me or a dirty fuel filter.
Where is the main relay in 02 dodge neon
I didn't see main relay listed? If it cranks good but won't start, I consider the asd relay, important, under hood fuse box.
You can check the basics when problem is ongoing. If it cranks good but won't start, have a helper crank it while you check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse.
Ask your friend, "what does that relay control?"

Could be a bad connection in the wiring that your gauge is connected or at the sending unit, or a bad sending unit in the tank.
Ran out of fuel. Now why won't it start?
You might not have enough pressure. The fuel pump cools itself with fuel and if it runs dry it will burn up seals quickly. Measure the rail pressure to make sure its correct. If its a little low the injectors wont open properly and let enough fuel in to start.
Otherwise check your spark plugs by cranking with a plug test light in line

That code means that the engine control computer can't talk with the transmission control computer. Check your battery, if that is OK, then the problem is with the computers or the wires going between them.
Neon hesitation when accelerate
I suspect that your fuel system is faulty. Check for a clogged fuel filter, or if your fuel pump don't run at all, replace the "fuel pump relay". Sometimes your fuel pump will run, but be too weak to hold pressure, which will let your car idle somewhat, but be too weak to run the engine at speed or under load.
If your car is getting fuel, then the igniton system is faulty. Things to check or replace in the order that I would check them are here: They are the coil, igniton module, cam and crankshaft sensors, map sensor. Your car may be out of time due to a broken timing belt/chain, or it may have been loose and jumped a few teeth on their cogs. Check engine timing and condition of belt. These are not all of the igniton components, but the most common items that go bad. The rest of the components and sensors shouldn't cause your car not to start, but affect driveabiliy.
Barely started transmission slipping
Check the fluid level and condition. Typically it is just because the fluid is low. There is a fill plug located on the side of the transmission towards the top. It will have a square in the center where you can put the end of a ratchet in. Remove the plug and put your pinky in the hole. If you don't feel fluid its low. Check to see where its leaking from.
