Unless i am mistaken the fuel level sending unit is part of the new pump. Sounds like a weak fuel pump to me or a dirty fuel filter.

I didn't see main relay listed? If it cranks good but won't start, I consider the asd relay, important, under hood fuse box. You can check the basics when problem is ongoing. If it cranks good but won't start, have a helper crank it while you check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse. Ask your friend, "what does that relay control?"

Could be a bad connection in the wiring that your gauge is connected or at the sending unit, or a bad sending unit in the tank.

You might not have enough pressure. The fuel pump cools itself with fuel and if it runs dry it will burn up seals quickly. Measure the rail pressure to make sure its correct. If its a little low the injectors wont open properly and let enough fuel in to start. Otherwise check your spark plugs by cranking with a plug test light in line
