Bad pcm symptoms
this is a good possibility. if its green its moldy, does the car have a musty smell in it when it sets closed up for awhile? pcm is up under the dash behind the glove compartment. so any water that gets in will run over it. I would find the water issue if its the cause.
Battery light flickers on and off then it misfires
dodge had bad issue with using to light of a gauge ground wire on there cars. this put a heavy burden on the complete electrical system. I suggest putting a new heavy duty ground cable and starter cable on the car and it should fix your issue. you will be surprised in how well tour head lights work after wards even.
Passenger light bulb
passenger side seat has a switch built into it that says someone is setting there. may be faulty . or something under the seat pushing up against it. simple fix snap the seatbelt on the passenger side. switch will have a wire connection under the seat, replace switch if need be. brake light blinking this could be simple as the emergency brake isn't fully released or it may be low on brake fluid. also some cars tell if a bulb is blown
Reset computer
disconnect neg. battery cable for a few minutes will reset it. some have a fuse labeled ecm remove it will reset it

In our 1999 Dodge Neon the running and dash lights are out
I always check for a ground wire issue first. this is the most over looked yet simple issue to fix. use a volt meter and check at the bulbs with the light switch on and see if power is getting to it. if not then its either a fuse. yes pull the fuse and test it ! simple continuity tester will work. if its good the replace the headlight switch. if power is there then check ground wires. (note check for power using a good ground on the tester not just the wires on the socket)
Misfiring 16 cylinder natural gas electronic engine
plug wire , plug or a valve. usually plug wire will cause a miss a valve if on intake side will cause it to misfire sometime back into the intake. the plug can sometimes fire and sometimes not so simple replacement would fix. compression check would tell if it is valve issue.
Throttle sticks in the open position
check throttle cable to make sure it isn't frayed, check throttle body to see if it has any damage ,sticking , bent shaft. any thing to cause it to not return to closed position. simply reaching over and pulling the throttle all the way open and releasing it (with the engine not running) should answer that. if it returns back on its own then its the cable

Code 203 for Chrysler products means the circuit for injector three is open. If you have replaced the injector and the problem persists, its a wiring or computer problem.
