It's possible that the relay may be fouled out or the sensor has gone out. I would run it on a bdu tester and go from there.

Fuel economy can vary greatly based on driving style, especially small cars. The drop you are looking at can easily be attributed to faster off the line starts and harder acceleration to the speed limit or excessive braking which results in more acceleration. The route your wife drives might vary in the amount of city/highway driving which is also a big factor. If the exhaust is noticeably black it might also indicate that the car is running rich which can be caused by a failing o2 sensor in the emissions system.

If you have or can get a repair manual, it should have an electrical diagram of the wiring for the locking system on your vehicle. However, if its just a remote locking system for your car doors (I'm assuming that's what this is) then you need only wire it up fitting your current locking system. You will have Power (Red), Source (Yellow), ground (black) and if like a stereo system you'll need a "remote wire" which is a smaller Blue wire which would connect to the ignition IF you have auto locking doors after you put your vehicle into drive and they lock after so much time 10-15 sec or so. If not, there should be no remote wire needed.

Try and get an accurate fix on where its coming from. You may need to beg 5 mins on a garage ramp and a flashlight. They may help you decide if its much to worry about.
