Quite simply, you can't. The system is designed to stop exactly what you are trying to do, start the car and drive it without the correct credentials. Even if the C/E light went off before u scanned it, it should still have a code in its memory if an electronic problem was involved. have the emissions read, look for a lean condition, ck for over adjusted brakes (too tight)

May be water pump.

Air lock in the engine cooling system, likely from a bad water pump or other small leak allowing air into the system. Look for wet spot at bottom of water pump an indicator it is bad. Open radiator cap or reservoir and pump the hoses by hand to remove the air by squeezing it out rapidly or rev the engine up and down to assist air out of system with the caps off the reservoir or radiator. keep filling it up until there is heat and it doesnt flow out of the rad.

More than likely it is in the turn signal switch in the column.

It's probably the washer pump motor , but testing is the best thing to do . Fuse #45 front an rear washer pump , plus there is two relay's . Both are controlled by the BCM - body control module . The fuse is located in the under hood fuse box .

That's it in the pic? Kind of hard to gauge the bolt size from the picture. It must be metric, though. My guess, it looks like a 17 mm socket or wrench would fit. 15, 17, 18, or 19 mm, those are probably the choices. Don't you or a friend have wrenches or sockets that you could try?

Isn't it a steering column cover? These are usually or almost always held with screws that are recessed in deep holes in the cover. Look from underneath at the steering column. See the holes in the cover? Try a phillips head screwdriver to begin with. Sometimes the screws are torx head screws, sometimes just regular hex head screws that need a small socket over them. If there are no screws, then the cover will just pop off.
