What does mil cmd fail mean?
MIL is your malfunction indicator lamp, (check engine light)
CMD is the computer interface port, or OBDII port indicating a malfunction communicating with your cars computer
check all the fuses, primarily any marked pcm and retest your vehicle
note: your check engine or MIL has to be on in KOEO state (key on engine off), if the bulb is burned out everything will still work and the OBDII test computer will show MIL status ON, and if you don't have a computer to tell you that, you must get that light to light in the koeo state.

How to change a battery in a Saturn ion 2003?
1. Open the trunk
2. Lift the carpet/flooring of the trunk to reveal the battery.
3. Disconnect the negative battery cable (8mm)
4. Disconnect the positive battery cable (8mm).
5. Remove the battery hold down block (13mm).
6. Remove the battery vent tubes from the top of the battery.
7. Lift the battery out of the trunk.
8. Install the new battery in the trunk.
9. Install the hold down block.
10. Install the battery vent tubes.
11. Install the positive cable.
12. Install the negative cable.
13. Lay the flooring/carpet back down where it fits correctly.
14. Close the trunk.

Almost invariably a grounding problem.
1) Check battery make sure its good. Many autoparts stores will do this for free.
2) If you had any work done under the dash - stereo, center console in the last couple of years, start there, look for a loose or broken ground wire. Often these wires are colored black, but they don't have to be. Also, make sure the engine block has a solid ground to the chassis. The ground wires are often made from braided stainless steel, the problem is the connectors at the end can rust and fail if they get too hot (stainless is only highly rust resistant, not perfect)

Take the car to an autoparts store and have them scan the computer for fault codes. Most parts stores will do the scan for free. Getting the codes should narrow down the cause of the problem with the engine surge. I would suspect a faulty throttle position sensor, but getting the codes should help narrow down the cause.

The point may be moot now, but there is a recall on the key cylinder. Go to a GM dealer for more information.

I think a shoe smith might be better to answer this question. I would think you would need several types of leather, you know...for the soles, uppers, and laces. And tacks and hammers and adhesives. and a pattern would probably help.
I have oil on my spark plug
may need to replace rings or redo the valves in the head, if it is not much oil then clean up and put the plugs back in but you are looking at some major engine work to be done.

Translation: Transmission Control Module (TCM) Malfunction or Failure.
P0700 Information Code
The Transaxle Control Module (TCM) monitors the malfunction of sensors
and actuators relating to transaxle control. If any malfunction is
detected, the TCM informs the PCM by sending a signal (P0700 code).
P0700 means that a code has been set in the TCM.
This code is for information ONLY. If this code is present, check for transaxle codes.
So basically, the P0700 code is telling you to check the TCM for a
transaxle DTC. The TCM can not turn on the check engine light so it has
the PCM do it. The dealer probably saw the code P0700 and went to the
TCM and pulled out the code stored there telling them the Transmission
Solenoid Assembly (TSA) is bad.
This is a good example of understanding what the codes actually mean.
If the manual you looked at said the TCM is bad and to replace the TCM
when you see a P0700, then it is wrong.
2004 Saturn ION wont start when it get cold?
You have to replace your ignition switch/starter. Its a common problem with ions yet no recall. Just google it and you will get tons of threads. Its a costly repair too around 400 dollars :-(. I have had to replace mine twice in 3 years
2005 saturn Ion slave cylinder
With it being in the bell housing,which I think is one of the stupidest tricks the auto industry has ever played on us,it just neans the transmission has to come out before you can get to it.Then pull the bell housing off.Plan on a good full day of work my friend.
