Timing chain

It appears that you got it right but to be sure the check is on the timing chain there are 3 black links If you have it right then the black links will line up with the marks. If not then re adjust the gear that is not correct.- ensure that you have the ignition timing right as you may be 180 degrees out

2006 Saturn Ion wont turn over. Battery is great and starter tested good. Onstar ran diagnostic no error codes. please help me!

If you have a manual transmission, you may have a problem with with clutch pedal switch. Some GM's have a problem with faulty wiring for this switch behind dash. Only way to check is at fuse panel. Look for power going to switch, and power returning to fuse box. If you need further help, reach me via phone at https://www.6ya.com/expert/david_f2436a37cbb50365

Could be a slipping or defective belt, bad belt tentioner, defective alternator or regulator in the alternator or battery and or battery connections. Need more information. Does it always start? Does it do it when you have lights and heater blower on and is off at other times?

Reset fuel shut off switch

Ford is the only manufacturer that uses a resettable fuel shut off switch. If you have no fuel pressure than either the fuel pump is bad, there is no power getting to the fuel pump, or the anti theft system is active. My 2003 saturn ion has that starting problem so i replaced the igntion switch and it still works so i got the mechanics to relearn the security codes and it STILL happens what part do i have to replac

The security, antitheft, or passlock light is a visual indication that something in the car's antitheft system is failing. In most GM cars and trucks there is a hidden system that most people are unaware even exists. From the moment you put your key in the ignition, there begins a constant line of communication between your key's security chip or transponder, to the ignition's lock cylinder, and then to the car's TDM (Theft Deterrent Module). These 3 parts are in CONSTANT communication. If the key is in the ignition, then these parts are sending signals to each other. The security light illuminates when that signal gets broken, even just for a second. When the signal breaks, the car misinterperates this as an attempt at theft and goes into antitheft mode. The car thinks its being stolen or hotwired because it is not getting that signal from YOUR specific key. This is why the security light turns on and shuts down your vehicle. This link may help you find ways to bypass this or fix it yourself.http://vatspasslockpasskeysecurityhelp.yolasite.com/

Bad relay contact in under hood fuse box

Bit of an unheard of problem. You might try just bending the relay prongs a tiny bit to make them fit snug. Was there a cover lid that fit tightly, and kept them in place? I suppose solder would be a good fix if you have to go that route, but I've never heard of this problem before.

You've already replaced the first 2 things that needed to be checked, now it's time for the motors, or to have a mechanic diagnose your problem...and I would strongly suggest that you take it to an ASE certified mechanic...good luck.
