If you are able to feed the seat belt through the car seat, latch it then using the weight of your body and your knee in the seat push the car seat down and pull the seat belt out all the way until it stops. Once it starts reeling back in it will make a clicking sound letting you know it is locking. Feed all of the slack back into the reel and the seat will be locked into place.

I would look at harness connection above fuse panel in drivers side panel. if the socket has power then check the harness for polarity on all wires.

Test the charging system as well as the battery

it could be written on ac compressor itself. it should be around 2.5 or 3 pounds of r134A. or ask to a gm dealer.

I'm not being funny here but mine seemed to do that almost every time that I touched the power window button and then I realized that I was touching the heat button too without realizing it
