You have to locate where the park ignition switch is located. Some are on the transmission and some are in the column under the dash. It probably got moved.

It could be a blown fuse.

Fuze could be burnt. pull it and see if the contact in the middle of the fuze is still touching or not popped or black.

If the noise goes away you know it will be pulley related and not transmission related. If noise goes away, spin all pulleys by hand to determine the defective/noisy one

Most are under the hood in a box marked fuses by the battery. and Dodge also has one under the dash under the glove box. Last there may be one as you open the drivers door on the side of the dash. You can`t see it with the door closed. best to look in the owners manual for it.

All cars have a release button on the shift column for towing. Look for a little square or circle nee your shifter that you can pop the plastic piece off of. Usually you can stick a key or somethin to press the button down and put the car into any gear. I donf know if that helps you for now. You might also wanna make sure you have your foot on the brake when your tryin to put in into gear. Some. Newer carz wont lt you shift out of park unless you are pressing the brake.
