Where is the VTEC solenoid?
vtec solenoids an re normally in the rocker cover as they control oil pressure to the unit that controls the cam shaft valve timing
unless you have fault codes stating a valve timing issue ,I suggest that you leave it alone.

Charged battery replacement
Usually this is because the battery is still too low. I would try a new battery. You may have a bad cell. Try that first. or use a jumper cable from a known good car. to make it easier you might want to unhook the horn wire while you try it all.

it is the unit attached to the cam shaft that varies the valve timing by moving the cam inside the gear
It is oil pressure operated and electronically controlled
take it to an accredited service center and have the job done professionally

Programming a honda transponder key
did some quick research for you and found this easy and very clear step by step instructions on how to program your transponder car key to your vehicle.. this works for the following models though :
Accord 2003 to 2006
Civic 1999 to 2006
Element 2003 to 2006
Odyssey 1999 to 2006
Prelude1999 to 2001
Accord SE 1997
CR-V 1998 to 2006
Insight 2000 to 2006
Pilot 2002 to 2006
now here are the steps:
- Turn the ignition on
- Press Lock/Unlock within 4 seconds
- Turn ignition off and hen back on within 8 seconds
- Repeat steps 2-3 two times
- Press Lock/Unlock again within 4 seconds. The system should now lock and unlock the vehicle to indicate it is in programming mode.
- In the next 10 seconds: press Lock/Unlock button allowing the doors to lock/unlock once; then press lock/unlock button of each remaining key, allowing the doors to lock/unlock once.
- Switch ignition off and then remove the key
Civic 1996-1998
- Turn ignition on
- Press and hold the valet button which is situated on the radio within 5 seconds.
- System should now lock and unlock the vehicle indicating it is in the programming mode
- Within 5 seconds turn ignition OFF and press Lock/unlock on the remote fob to be programmed
- Within the next 10 seconds, press Lock or Unlock of any remaining keys, allowing the doors o lock or unlock once.
- Release valet key
- Switch ignition off and then remove the key
Radio remotes 2 and 3 button types
- Switch ignition on and repeat for 3 times.
- Press he lock button, switch the ignition off and back on and then press lock button again.
- System should now lock or unlock
- Press the lock button of all remotes to be coded. The car should acknowledge this by locking/unlocking each time
- Switch ignition off to exit the programming mode.

One of the cooling fan not working on 2007 Honda pilot
Have you checked in all conditions. Many cars with two cooling fans do not have both fans running all the time. On some, the second fan only comes on with the air conditioning or with the engine above a certain temperature or both. Check the manual to see when it's supposed to come on before you decide it needs to be changed.
