Brake lights dont work without key in on pos.

I don't have access to a car right now BUT would think that MAYBE it's how it was designed to work. Why? so while parked and or children playing inside car while stationary and key off, out of ignition wouldn't drain battery by constantly pressing the brake pedal, just sayin. Anyway Good Luck.

My heater does not blow any air out at all

You should first check the fuse, followed by checking the fan relay and fan switch, if you are able to use a volt/ohm meter, simply chase the circuit and test each component.

2006 grand prix horn fuse

horn may be shorted internally. Try pulling the connector off the horn, put in a fresh fuse, see if it blows.

If it still blows, you have a short in the wiring or the relay. If there is no obvious short in the wiring, change the relay.

If the fuse doesn't blow with the horn disconnected, replace the horn.
