Dodge used an ABS system for 2 years that didn't have a vacuum booster. Instead it used ABS pressure from the pump motor for the power brakes. This is the system you have. The ABS pump is mounted on top of the transmission. Is the pump running when the pedal is hard to push? Sometimes the pressure sensor in the ABS module will go bad and the pump won't run. You will get a hard pedal and the ABS light and the BRAKE lights will be on. The code in the ABS control module will be LOW BRAKE ACCUMULATOR PRESSURE.

How do I remove air bag
You don't need to remove the steering wheel and airbag. There are screws on the bottom of the plastic surrounding the ignition switch. The screws may be strange shaped, but that plastic piece surrounding your ignition comes off, and you can get to the ignition through that.
The fuse to my wipers instantly blows everytime I turn them on.
Its possible you shorted out the wiring inside the motor, or damaged one of the gears. It may be beyond your ability to remove the motor and exchange it with another. But you could try removing one in a salvage yard first to see if you are up to the task. The wiring should just plug into the motor.Check online for a video on youtube or someone's step by step experience in removing the motor and linkage.
