When turning key all the way over it simply does

Hi,
You'll likely need a new ignition switch. (The electrical side) You can confirm this by pulling the lower steering cover when issue is occurring, and using a test light on the black and yellow wire when turning key to "Start" position. If test light doesn't illuminate, replace switch. (Easy)

I have a 1997 BMW 328ic the previous owner told me when thru car hit a hole in the road the car would shutoff and you would have to weight a wile before it will start but it don't happen all the time

Check the earth straps to the engine and the earth to the battery, if these are loose they will cause this.

How do I opened a fully automatic convertible top manually on a 1997 328i bmw

Most have a seperate crank to open and close top in case of an emergency ....If you have checked all fuses,relays,..etc..and know motor is broken you can remove the drive from the motor and raise it manually by hand with an assistant on the other side..

How do you open a fully automatic convertible top on a 1997 328l bmw

Release both motors, remove the plastic cover located in the middle of the top inside. Put a hex bit in your cordless drill and unscrew in reverse until the top latches are released from the top. Then it basically takes two people to fold back the top. Unfortunately with a fully automatic top you likely won't be able to engage the tonneau so don't plan on driving on the highway.
