Caprice engine/speedometer
Sounds like battery cable is no longer connected to the battery post clamp. These can be repaired but I would recommend a new cable or cables. Parts store can ook up correct ones. Be sure battery terminals are clean before installing new cables.

Won't shift from park
You either have a bad brake pedal sensor or a bad shift interlock solenoid. Luckily both parts are cheap to replace if you do it yourself. Google search those items to find the particular locations for your year and replace the bad part. If your brake lights work when you step on the brakes then replace the interlock solenoid. If your brake lights don't light up then replace your brake switch. Either one of these problems would and could prevent your car from shifting out of park.

On my 1995 chevy caprice the battery is new altenator good replaced fuel filter and spark plugs and wires, sometimes it starts some times it dont and now it will shut off sometimes when i put it in
Sort of indicates the electrical distribution needs attention. Good that you replaced the battery and alternator but you still have an issue with some power loss, like wiggling wires restores connectivity. Start at the battery, use a wire brush, and some water mixed with baking soda if you see any green or powdery corrosion to dip your battery cable ends in. Usually the wire brush cleans well enough, you want all connections shiny metal to metal contact. Follow both cables and the splices or pigtails to where they connect, like that alternate positive post. The more you can remove, clean, and retighten all the connections you can, the more likely you wont have such gremlins reappear.

95 caprice will not shift up or down
You may have transmission troubles. Is the fluid up where it should be? I did have trouble with shifting and my mechanic drained the fluid all out and changed the filter that's in the transmission.
I did a car myself but found it was very dirty as you have to take the transmission pan off There is no drain hole like the motor. mine had about 12 bolts that holds the pan in place as well you need to make sure the gasket is installed properly.

How do I remove the rear end axle on a 1995 poly traction police issued caprice classic
First off I think you mean Posi-traction which means both axles turn with power to the wheels. You remove the axle grease from the rear end draining it then you remove the cover try and do it slowly so that you don't make getting the old gasket off really hard after cover is off you will see the rear end look inside at the pinion gears the axle goes through them you will see how they are held on just remove the pins when putting back together use some axle grease on the splined ends and make sure that the housing and the cover is really clean so that the gasket seals properly ,nothing worse than rear end oil leaking.

What i need to change distributer cap
usually there is two screws , they are spring loaded so you turn, them push them down and unclip the distrubuter, , in the old ones, new ones are different they use 4 to 6 bolts from the top,if its the old style, replace rotor and cap,Matt

What i need to change distributer cap
First you need a mechanic ! then you need to turn the engine to TDC with # 1 cylinder on the compression stroke , then you need to mark all the ignition wires so you know how they go back on, a special wrench (usually 9/16) to get to the hold down bolt on the distributor .
