OUCH!!! Ground cable arced to what? I'd love to hear how this one came about.
ANYWAY,
There is usually what is called a "Mega Fuse" which is bolted across the contacts where the battery cable bolts to the underhood fuse block.
For more specific information, I would need to know which engine your 2006 Silverado is equipped with and I would need to know if it is a 4X4 or 2-Wheel Drive and whether it is automatic or standard transmission. Also is it a 1500, 2500, 3500 or an SS?
In any case, your fuse block should look something like the picture below.

Engine misses and sputters at
Hello if the engine only misses on start ups and goes away after running, then the most probable cause is a leaking fuel injector. try having the fuel injectors cleaned first. sometimes a high pressure cleaning will correct this problem
Signal lights don't work
check your fuse box for fuse burnt out, but most likely your signal light flasher switch is out, and needs replacing. Check your manual it will tell you where your signal flasher is located, it is a real easy part switch and not very much $ for just a flasher, normally under 20 bucks at auto parts stores. let me know if this helped you. Thanks Mike
