Where is the fuse for cigarette lighter on 2001 bonneville
It depends on which cigarette lighter you are trying to fix. There are two. One is protected by the fuse marked "C/LTR" (Fuse #23) and the other is protected by the one marked "AUX/PWR" (Fuse #22). They are both 20 Amp fuses and are located in the underhood fuse block.
No tail or running lights on right side
No park lights on right side, front or back?
Use a testlight and see if power is present at the contacts in the socket with park lights on. There may also be a separate ground for right rear, but I doubt it. If you don't have power to the socket, look for a broken wire between the left rear and right rear. (The socket will have two contact points-one for park lights, one for brake and turn signals.)

All of the idle pulleys and others should be checked for correct alignment. Idle pulleys should turn very easy with no sound. Check tensioner for being put on correctly.
My car smells like something died and it is coming
You will need to start with the outside of the car. At the base of the windshield is the drain and screen. Is there any debris caught there that is turning ugly? Try flushing that out. This will accomplish two things - wash out any crud and tell you if the drains are open since the water should come out the bottom of the car from one or two drain tubes. If no water comes out, you have accumulated water and gunk building up inside the ventilation system.
If the flush does not solve the problem, you are going to need to get up under the dash. I would start with the blower motor housing and take it apart to see what is there. I had one that was filling with rain water and leaves. That is typically the low point in the system so starting there makes sense.
Good luck.
