AIR WORKS BUT HEAT DOES NOT WORK
Most likely your heater core is plugged. To check, get engine to operating temp and see if both heater core hoses are the same temp. Or you can remove the outlet heater hose and see if you have flow through the heater core.
Poor gas mileage
You need to take it someone with an electronic diagnostic tester to see what the sensors are saying while it runs.
2004 VW passat. climatronic heating / air system throws a 318 code.
with the car running pull the blend door actuator it is located just to the right of your blower motor under the dash on the passenger side, it will be secured bu three screws, take it out and you will see a small dowel, with the fan on turn it by hand you will get heat, after you have gotten that done so you can at least be comfortable turn the temp knob fully one way or the other and look for your actuator to turn, if it doesn't check the voltage going to it if it has voltage then your actuator is bad if you don't have voltage then your switch in the dash is bad, I hope this helps I’m happy to assist further over the phone at

Low beam lights will not come on
Simple questions first...bulbs are good? Canadian or us car? There are fuses on the top of the battery. Relay 173.... If you have daytime running lights, and they work, the bulbs are fine since they are same as low beams. These cars have a bit of history of doing this.

engine mechanical vacuum leaks. Although PCV failure is most common on
the 1.8T engines equipped with the auxiliary vacuum pump, any engine
with low vacuum can cause that electric pump to run excessively -
resulting in this fault code.

Blue smoke out tailpipe when I stop or idiling
Blue smoke is oil. If you haven't , it's time to start paying close attention to your oil level. It could be a result of wear from high mileage or it could be an internal problem, stuck or leaky valves or a bad piston ring. If it happened suddenly, it's likely mechanical, if it happened gradually it's likely mileage.
