Headlights wont shut off
Check headlight relay under the hood. Have someone turn light switch on and off while you listen to the relay. You should hear a click. If not, replace.

Gas gaudge goes up and down
Had same issue with 1994. The problem is the sender that is part of the fuel pump in the gas tank. Pretty expensive repair, we just watched miles between changes for the final years of life. Replacement pump can be had for under $100 but labor is pretty high since the tank needs to be lowered.

How do i know if my starter is bad
Check your battery first....do the interior lights and dash operate, locking system functions, and headlights appear bright? If so, when you turn the key is there any sound or indication that the engine wants to start? Is there a "clicking" sound, or no sound at all?
If your lights all function and there has not been any recent work to your van then there is a good chance that either the connection to the starter is loose or the starter itself has failed (e.g capacitor, bushings, physically frozen/rusted,)

T brakes after driving on a donut pare
I believe driving on the donut spare has nothing to do with the problem-it isn't all wheel drive option is it? You say you added brake fluid, how low was the level? If it is losing fluid, you might have a rusted brake line that is leaking. Any evidence of a leak under the van? It's possible the master brake cylinder is bad, but this seems to be a sudden start of the problem. Did the tire blow out or did you go out to find it flat in the morning? I believe this is a leaking brake line issue. It is possible that if the tire blew out while driving, or you hit something (like debris) in the road, it may have damaged a brake line. As I mentioned earlier, it could just be a rusted leaking brake line. If brake fluid leaked on the exhaust or any hot components, it would give off a 'chemical' smell ( or even have an odor if it just leaked out) Let me know what you find.

Car clicks once when key is turned. battery checks
Just disconnect the clamps at the battery teminals. Clean the battery post of dirt deposits, as well as the battery clamps. After the cleaning job, reconnect the clamps tightly back at the battery terminals.
Now you can test your car, by turning the key. It should
start unless the battery is discharged.

Slight lopihg when taking off
There is no adjustments for cv shafts,
If your getting a clicking sound while making a sharp turn and under acceleration you will need to replace that cv shaft.Another problem chry vans have is the front center mount going bad,it lets the enging rock under acceleration causing loping feeling

What are the transmission band adjustment for a
The proper fluid for that Tranamiaaion is Mopar ATF Plus 3 Type 7176. I recommend using it as I have found it does make a difference.
LOW-REVERSE BAND:
- Loosen, then back off lock-nut approximately five turns.
- Tighten adjusting screw to 41 in.lb.
- Back adjusting screw off 3½ turns, then tighten lock-nut to specifications
KICK DOWN BAND
The kick down band adjusting screw is located on the left side, top front of the trans-axle case.
- Loosen lock-nut and back off nut approximately five turns. Ensure adjusting screw turns freely in the trans-axle case.
- Using tool No. C-3880-A and adapter tool No. C-3705 , or equivalents, tighten band adjusting screw to72 in.lb.
- Back adjusting screw off 2¼ turns, then holding screw in position, tighten lock-nut to specifications.

It is most likely one of two things
- The wipers have come loose on the shafts. Lift the plastic cover at the end of the wiper blade that attaches to the wiper transmission and turn the wipers on. If the shaft and/or nut is turning, then you can simplt tighten the nut to get them working.
- the arm from the motor has popped off. Remove the wiper arms by removing the nut mentioned above and pull up on the wiper slightly while LIGHTLY tapping on the shaft with a small hammer. (Be VERY careful not to damage the threads on the shaft.) Then remove the plastic cowl cover. You will then see the shaft that goes from the wiper motor to the wiper transmission assembly. If it is popped off, it can be popped back on again, but it probably will not stay. It is recommended that you replace the arm.

First you should remove the tank and locate where the leak is actually coming from. There could be a problem with one of the hoses in the top of the tank and the fuel is flowing to the lowest point before dropping to the ground. If the leak is in the tank its self, JB Weld makes a product designed to repair the leak. Follow the directions on the package. It can be found at most auto part stores.
Do not under any circumstance remove and not replace the rubber between the strap and the tank. If you did, the steel strap would rub on the tank and cause more problems.

I replaced all relays still no lights ? any ideas
You have no lights on your van?You need to check the body grounds,from your battery to the fender area.If this proves fruitless then check your fuses.If all is good then you may need a new headlight switch.
