Adjust tension on fan belt
Your '90 Benz has a belt tensioner that is automatic. You just insert the correct tool to ease the tensioner pulley, (The tool is inserted into the bracket for the tensioner pulley), to the left as you're facing the car. Then slip your serpentine belt off. Reinstallation is a reversal of this process. (I believe it's to the left, don't quote me on that)
The radiator support in front, should have a diagram of how the serpentine belt goes on the pulleys.
If your serpentine belt slips, then the belt tensioner pulley assembly is bad, needs to be replaced, or the serpentine belt itself is worn out.

Car not starting
Only thing is Diesels dont use spark ignition. Most reasons for failure of diesels to start is in the glow plug system. Usually just replacement of all glow plugs is sufficient but could be deeper. If you know what your doing you can give a small spritz of starting fluid in the air cleaner and it will start and stay running usually proving a glow plug problem. But please be warned a small spritz. Too much ether can damage a diesel engine. Hope I helped. Thanks

Wont turn over
Even if the battery cables look new , take them off and use a wire brush to clean them, battery post or mount too! a battery can have a clear gel film on its contacts that you can not see but will prevent a full 12v from reaching the starter, just clean both pos and neg parts that connect to the battery well and you will see.

Engine will not shut off when turning off ignition switch
This particular problem is referred to as "Dieseling" actually. Older carbureted vehicles do it quite often. Usually it is caused from the vehicle actually receiving too much fuel and running rich enough to keep the vehicle operating after the ignition is shut off. On a diesel motor, there are actually no spark plugs, the mere compression of the cylinder causes the igniting of the fuel. So my guess would be is that the motor is running rich, for whatever reason. I honestly doubt it is a vacuum leak, however I wouldn't rule out that possibility completely
