Most are difficult to get to and so many don't work correctly that it it's almost silly to even use it. Far easier is to simply remove lower hose from radiator. It works better and faster. Just be careful though...Don't do hot or you may get an unwanted scalding bath!!

Heater/AC fan only works on High
Bencar1 is right. The problem is probably the resistor. But it also could be a burned terminal in the 4 prong plug that attaches to the resistor. There will be burn marks on one of the prongs of the resistor if this is it. Look for the obvious. Good luck.

What about the turn signal switch on the steering column? Did you use a testlight and check voltage at the turn signal fuse? Goes hot when you turn on the key.
A lot of times, it's the turn switch or wiring in the steering column, but, It don't hurt to check the basics.
Oil pump not working
Have you used an accurate oil pressure gauge to see what you have? If the pressure is so low it is not lubing rocker arms, the main bearings are probably shot. You could try replacing the pump and running thicker oil to get a few more miles from it, but may not work.
No oil to the top of the head
It's common for that to happen on start up. If you're not getting oil to the top under acceleration then that's of concern. See if you have gunk built up in the head and oil cap. If you do then start with the cheapest fix which would be to have the oil system flushed out with a detergent. If no go there then you probably need to replace the oil pump.

The engine air intake filter is located next to the driver's side end of the engine in a large black plastic housing. Housing is diagonally between the windshield washing fluid resevoir and the radiator. You have to remove two screws from the top of the housing and remove the electrical connector from the large flex air hose at the back of the housing. The air hose fits tightly into a groove around the air intake on the engine and needs to be pulled back and off. Then the housing rear section and the attached air hose can be moved back and up out of the way.

I assume the fuse box locations for a 1997 Olds 88 would be the same as for a 1999 - which are: (1) In the lower cover panel below the instrument cluster just left of the steering column - with a snap-off cover. (2) Passenger side 'kick panel' - side panel under the dashboard just forward of the door - lower cover panel underneath the dashboard and next to the firewall must first be removed. (3) Under the hood on passenger side on the firewall - need to remove black plastic outer cover (1/4 turn finger latches) then two black plastic inner covers (side spring latches).
