#2 spark plug black all others clean

The spark plug is fouled. Without seeing it, its hard to tell from what. With a heavy black coating, this sounds like it is getting fouled by oil. This can be caused by poor oil control due to worn piston rings, or it can be caused by leaky valve seals.

I bought a 92 grand prix and it has a combination

Usually the owner never changed the factory combo (#000). I had no such luck and had to pry the latch and manually open the catch with a piece of thin metal. then I took the lock out and looked for a spaced cog on each tumbler(from the backside). After aligning them in a row, I the rotated all three together up a couple positions to align the combination to it's proper location.

Intermittent steams of smoke coming from steering colulm

Use hand signals until this is fixed. Possibly contact your car insurance about Electrical fire and comprehensive coverage. A fuse should have broke before the column smoked, there is nothing preventing a fire now. They should want to fix this before the whole car burns up.

Not cranking and not firing

If the engine cranks, but won't start, and you are not getting spark to the plugs, you need to find out if you have voltage to the coils and module. Is the check engine light on ?

1992 grand prix wont hold idle

I replaced a motor in a 97 and the engine was out for a few weeks and I never had a problem with an idle when I put it back together with a whole new engine. I would guess you forgot to plug something back in by the starter. Recheck everything you have done I think this is something simple.
