1996 gmc truck will not turn over, brake lights only work with the key off
Sounds like your ignition switch or possibly fuse link burned, I guess if it were me I would drop the lower dash close out under steering column and loosen the 2 steering column 15mm nuts, dont forget to pop off the wire cable to shift indicator or it will break ! then use a test light at ignition switch on left side of column, heavy Red wires should have power on them (Bat Voltage) then when You turn key to crank/start position there should be (Batt Voltage on Heavy Purple wire) which goes to starter to roll over, there are also other colored wires there but don't remember which are which, but if all checks good there go to starter and check there, also check to make sure before doing this process that truck will not start in "N" . any questions give me a response back good luck

How do you change a lock n key ignition switch on 1998 chevy 6 cy
If you never done one before they can bne a bit tricky. remove the air bag (disconnect battery first)steering wheel then the tilt lever (it just pulls out) column upper and lower shrouds.( you will need a very small inverted torx socket to remove the upper shroud from the column) If you haven't beat it to pieces with a hammer out of frustration at this point then you find the small access hole in the column above the lock cyl. then while holding the key into the start position use a small allen wrench or pick and put it into the hole and depress. If you did it right when you release the key the cylinder should slide out of the column.
Have fun
