how do I replace the driver side headlight in a 1996 dodge grand caravan?

The timing belt is inside the housing (plastic) and if it was off then the engine would not have been running. The belt you saw is the serpentine belt and drives the accessories such as alternator --fan---power steering---water pump---ac compressor. With it missing the engine would have no water pump or fan and would have been getting quite hot. Get a new belt and if you have a owners hand book the lay out will be in a diagram.

you need to check at the switch if you have power and then if you have ,,, continunity to the rear brake lights ,,,,,i know its basic but your problem is either no power to switch due to a break or bad connection or after the switch due to the same,,,,

In the old OBD1 system the blinking of 5 5 is telling you that it's the end of the stored codes... you have a 96, you should have an OBD2 port someplace on your van. Go to an auto parts store and have them read your codes for free. Then post that code here.

Are you sure the fuel pump is not working ?Is the pump getting power from the relay when the key is turned on ?

If you stop by an Autozone, or similar big parts retailer, they will scan for codes free. Get it scanned and go from there, don't play the guessing game and end up replacing parts that aren't defective. Just because a friend of a friend had same problem and this is what they did, and it worked, doesn't mean you have the same problem. Many sensors etc, can sometimes cause similar symptoms.
