caused by vast things, but in MACRO statements the gasliine otto cycle engine tech.
1: bad engine;. (or cat melted or air cleaner packed up)
2: bad spark
3: bad fueling
#1 means bad engine or can not breath and pump air.
there are tests for each case, and when done, we learn which of the 3 paths to follow. ASE classes, weak1. coverage.. RTM?
most guys just test spark first. if all is good try test fuel if that fails we test the engine using a compression gauge. (a tool)
if spark and test fuel works we attack #3/
see how this simple logic works but yes it can be worse, for example bad rusty grounds, is this a salt belt car (salted roads)??>
if spark is bad, try a new distributor cap, rotor and HV spark wire sets and omg new spark plugs. gaped to spec.
ask how to time it if done wrong it will not start. timed dead wrong.
if spark is bad on all 6/8 cylinders and icm is ok, the spark COIL is bad.
this old engine has old SKOOL spark plugs and wires
NO COPS here, no coil over plug at all
and spark tests are x10 more easy.
so we check spark and timing on all 6 (1500,4.3L) plugs
not just one, all plugs must spark ,
never me seen spark wires good 23 years old never. that old.
I have timing light that lets me check that #1 fires even cranking.
timed to the damper pulley DTC 0degr mark.
(i say that because seen distributors installed wrong vast times)
good spark and timed right #1 plug.
lets say sparks good and test fuel works for 3 seconds each try.
well fuel pressure is next or fuel filter packed. (in line filter there)
the spec for fuel is in the service manual, and has FPR fuel pressure regulator that love to fail 20+ years old sure.
if FPR vacuum Nipplee leaks fuel the FPR is bad (slam dung no gauge needed or that stark error)
FPR test is 2 or 3 test. per manual;
keyon pressure, and idle and WOT.
you can only do keyon. dead engine.
all data I posted is for 1500 engine and not told.
PFR pressure.4.3L in the chapter injector balance test.
(48-52?psi) pump running
on a dead engine key on 3 times to get max possible pressure.
if savvy a tech uses a vacuum hand pump and pumps it to
20inches Hg. vacuum at the FPR nipplee (hose off)and sees pressure drop by 6PSI (this would be idle pressure ii engine ran)
so say keyon is 50, and 44psi is idle, and wot tries to hit 50 )
this is how the FPR works on MPI engines.
see how a tool like this tests a dead engine? sure does.
that is it , all else would be based on all tests so far.
any 1999, (i'd be doing compression tests on it if all spark tests pass and fuel pressure is good)

Did you check the crankshaft position sensor ! This get's power from ENG.1 fuse 20amp in under hood fuse box . What engine does yours have 4.3 L ? Eng.1 fuse powers up the crank sensor like I already said but it also powers up the oxygen sensors ,mass air flow sensor , evaporative purge solenoid , evaporative vent solenoid . I don't want you to think I'm talking down to you or anything like that but Do you know what each of these parts are that I listed ? One of these is shorted somewhere ,check the wiring for the O2 sensors , they live close to exhaust pipes an manifolds .I have seen the wiring for them melted on manifolds etc.. Take hold of the wiring harness a wiggle it in different spots with it running see if stops running ! I know you would like a little more of a definitive answer but with problems like this you need to take a good look at the wiring ! Good luck hope this helps !
if you follow the hoses coming off the radiator one of them should go to your water pump and the other should go to your thermostat housing the thermostat should be under the housing. the thermostat housing is usually on the coolant return hose on the engine.
Hi Mary , do the hazard lights work ? Did you check fuse #16 TURNB/U 20amp. in the instrument panel fuse box ?
IP Fuse Block ,In the left lower kick panel. If the hazard lights don't work either bad flasher relay !

My 99 GMC savana 1500 was chugging at like 50 60 mph and gas gauge was stuttering ..it turned out to be computer..I had it re flashed by GMC for 150 bucks ..that fixed all...hope this helps
How about both? If the radiator is low you should fill the radiator and bring the level in the reservoir to its specified level however if the coolant is low perhaps you should pressure test the system and check for any leaks.
