The diagram is for headlamps, The top wire to headlamps in diagram is voltage, fuse protected and hot all the time. On/off--hi/lo beams are controlled on the headlamp ground circuit, bottom wire coming from headlamps in diagram. The dimmer and headlamp switch are part of the headlamp ground circuit.

Could be a problem with the central timer module or a battery voltage supply or ground circuit . Do you know anything about automotive electronics ,control modules ? Do you know how to read an use a wiring diagram along with a DVOM - digital volt ohmmeter to test an electrical circuit ? You probably don't have a professional scan tool that can read DTC'S - diagnostic trouble codes from the CTM . If it has the ability to store these type codes . Under system click on body & accessories , then under subsystem click on power locks or wipers ,which ever doesn't matter . Click the search button then the blue link. Looking at the diagrams you will see the central timer module is involved in all the diagrams . The lock switches are inputs to the CTM , the CTM locks or unlocks the doors .

First, check the injector connector for tightness and corrosion. Then check computer connectors and any in-between connectors. Take the car to one of the auto parts stores that have the free code-reader service. look for set codes, delete them and run the engine too see if the code comes back. If it does not, one at a time jiggle the injector connectors to see if one sets a code, likewise any other plugs you can reach, fuses and relays. If the store clerk does not want to go through this routine, buy a code reader, preferably one with the re-set feature. Many cars require you to drive 15 or so miles after clearing the codes before new ones can set. Good reason to have your own. It may take a few years for the code reader to pay for itself, but you'll probably be driving for a few years.Or, go back to a parts store after driving far enough to set new codes, if any.
Or spend bucks while repair shops change parts until the problem is corrected. I keep a code reader in my van since 1997, have not needed it yet with my 2009 g-caravan.

A Mechanic told me my switch was broken, but the switch was working fine, the lights just stopped flashing. After some research and consulting with a male friend who knows more about this than I, we discovered it was only the turn signal flasher -- a $16.00 part. On the 2000 model, it's located under the dash, on a separate fuse panel I didn't even know was there. It's to the left of the steering column and right behind the main fuse box, but you can only get to it by going up under the dash. The green one is a little hard to get to, but that's the one for the hazard lights. Its easy to see with a good shop light. It's 1" by 1" ish. The turn signal flasher is below the green one. It's black and a little smaller, and much easier to get to. You simply unplug it and plug the new one in. Voila! There are other fuses on this panel -- I'm not sure what they go to, but I intend to find out so I don't waste money replacing parts I don't need to.

Yeah, all the bulbs are burned out. LOL I'm sure that is not the problem! But it is possible. If the fuses and relay have been changed, do you know they were bad in the first place...and if they were, do you know they just didn't blow or blow out because of a short, again? You or someone who knows wiring diagrams needs to check for power getting to the system first, then keep sleuthing to find where the problem is.

You should first check and see if the heater core isnt plugged. I would disconnect both hoses and hook up a cut water hose with the female end on opposite and hook it up to water hose and turn the hose on low and see if a bunch of junk comes out other end of heater core from firewall. I would just hookup the heatercore straight bypassing the vacuum actuator during winter and then use a copper tube to hook the heater core line together during summer

Start by cleaning, or replacing the corroded part. Charge the battery, if necessary. If the car starts, then take it to AutoZone or O'Reillys and have them test the alternator, usually for free.

would jack it up check for play in front wheels ( wheel bearings and driveshafts) would also check fluid in rear end the dodge rears are noted for leaking especially around the rubber plug. Vibration could be a number of things how ever if truck is a manual it could be clutch related issue just start doing a process of elimination of all rotating parts
