Changing Fog Lights
if you look directly under the bumper just under the fog light you will see a bracket that holds a 13 mm bolt. undo that and pop the light out from the front of the bumper and replace the bulb. install is the reverse
1999 Dodge Neon Lost spark and fuel pressure
Try shaking (gentle pull and push ) the wiring harness just below the intake hose on the drivers side of the engine! Then try starting it. let my known if it doesn't work

there is a fuse for the cruise control in the fuse box under the hood located right behind the battery. if the fuse is fine, then one of the cruise control components might be bad.
as for the headlight, you might need a new headlight socket. they are easy to replace and the replacement sockets can even be bought at walmart.
if the socket doesnt fix your problem, then you might need a new bright light switch
I have a Plymouth, Neon
A motor mount not installed correctly?Open the hood and put the emergency brake on,with someone looking at the motor put the car in drive,press on the brake and give a little gas---if the motor moves up the mount may be the issue.
No start
Sounds like you need to start checking your grounds..You will need to get a wiring diagram and look for the main grounds like body and engine..
Steering
sound like your powersteering pump or steering rack and pinion
could be bad.i would say it is your rack and pinion because if your pump was bad your steering would be real hard to turn instead of being jerky.jerking is usally the sign of a bad rack

It sounds like you might have a ground problem..Pay attention to bumpy roads, certain turns and things of that sort.
Neon
The bigger fuses are called maxi-fuses..Did look under the cover when you took it off ?? If no info there then try Auto-Zone they are very helpful in most stores..I'm not sure as to what they supply but they are always for major components..

sounds like you need a starter, but first you should check to make sure you have power at the starter first
Radiator and cooling fans
You need to first disconnect the batt. ground. Apply the E-Brake and chock one of the back wheels because you may need to raise the car. Then unplug the fans and take out the screws that hold the fans in at this point the fans should come out.. Of course drain the radiator you don't want coolant on the ground. Now disconnect your tranny lines and radiator hoses.While doing this if the hoses are old replace them since they are off. At this point the radiator should come out..Of course reverse the process to install.
Erplaceing timing belt
While you're getting the belt done also change the tensioner and water pump you will save in the long run..These parts cost about $200....Labor should be around 5 hrs. for all if done in a shop..

Wiring
According to some Dodge Neon forums, theres a wire in a harness that gets rubbed through and shorts out. It is located on the back side of the engine near the cylinder head.
They also say it could be the fuel pump relay that is sticking.

its the air intake throttle body housing find your air filter and follow its assembly back to the throttle body this what your looking for the throttle is stuck by some build up in throttle body use some fuel injector cleaner on and in the throttle body
Temperature gauge
could be signs that you need to replace the radiator. neons have a rpoblem with the radiator cores rotting out pretty quickly.
99 neon motor getting hot like radator please help
One thing to look at would be whether your oxygen sensor is reading correctly. When the car is cold, the O2 sensor is ignored, since it needs to reach about 900 degrees before it can reliably tell the computer how much fuel to add. Until then, the car fuels itself based on pre-programmed fuel maps. Once it warms up, if it's bad and is telling the computer the wrong information, the fueling of the car will be screwed up, and the car will either run poorly based on what the O2 sensor is feeding the computer, or it'll revert to excessively-rich fuel maps to save the engine from damage. Carbon coming out the tailpipe points to the car running rich, and if the car is running rough, it could be due to excessive fuel in the cylinders. Check your O2 sensor out or change it and see if that helps.
Where is my horn located
Driver Side under the right side of the bumper, i had to jack up the car to get under, and its in a very tight spot. Im still figuring out how to get it out...
