Where is the horn located
For Horn on 1995 Dodge Neon
- Loosen the lug nuts on the front tire on the
driver's side of the car.

Jack up the vehicle, making sure it's high enough to clear
the jack stands.

Securely place the jack stands under the vehicle.

Remove the tire from the car, and, if necessary, remove the
inner wheel lining to allow access to the horn.

Locate the horn and wiring, which should be located inside
the front bumper of the car, slightly above the area of the tire.

Fuel pump relay
The fuel pump relay is located in the power distribution center, at the lefthand side of the engine compartment and behind the battery.
95 Neon keeps stalling then let it set for a few
while you had the head off, did you happen to check bottom side between the intake, and exhaust valves (on all 4 cylinders) for hair line cracks...? also may not apply but i made a guy mad and he put a ping pong ball in my gas tank and it will give you the same symptoms..... it will run until pump picks ball up to close off the suction, then when it sits, it will float back to the top and start up again run until it does it again.... hope this helps....
Put in fuel pump the pump is not making a noise,
Check fuel pump fuse with key on and with a test light. Fuse should light test light on both sides of fuse. The check fuel pump relay (not sure of location) probably is fuse panel in engine dept. should here it click when key is turned on. You can do this next step 1st or last and thats check power at the plug were harness plugs into sending unit. Have someone turn egnition on and off every 3 to 4 seconds due to power to pump usually shuts if car is not running every 3 - 4 seconds.

hi, have you tried checking the bulbs? maybe the low beam on the headlights is faulty and may need a replacement. If the bulbs are good then maybe theres a problem on the switch. if it cant be repaired on the steering column switch, some people just install a separate switch just for the low beam/high beam. hope this helps
How hard is it to replace a outside tie rod end on
take the wheel off, there is a nut on the tie ron locking the tie rod end in place loosen this up (only break it free do not back way off) now take the nut offthe tie rod end that goes into the spindle, Hit the side spindle with a hammer right were the end goes in while pulling up on the tierod end (may take a few hard hits)> Now that you have the end out of the spindle you can unscrew the tie rod end from the inner tierod.*******NOTE*******measure the distance between the locknut on the inner tie rod to the middle of the outer tierod end,You want to keep that same distance or your car will pulll to one side and you'll need a wheel allignment.
