2006 dodge intrepid code reads P164
I THINK it is a transaxle problem. The book states the code is for the 1-4 upshift lamp control circuit.I don't know what the "lamp" part means. Normally it would mean a bulb such as the light for the shifter or the wipers, etc.

Replace water pump
It's not an easy repair - I'd estimate between 6 and 8...possible more.
Car heater blows hot air while driving, but not while idling at a light or in park.
Sounds like you still have air in the system. What engine do you have? There should be a bleeder valve on a housing on the engine where the upper hose attaches. Fill the reservoir with coolant and open the bleeder valve. Start the engine and let idle. Close the bleeder when a steady stream of coolant comes out. Continue to let the engine idle while periodically opening the bleeder valve to check for air. Keep the coolant level full while the engine is running. Once the fans come on the air should be bled out and the radiator cap can be reinstalled. Snapping the throttle a couple of times will also help push air out of the cooling system. Universal joint
On a 2004 Intrepid it does not have Universal Joints, you will have Constant Velocity Joints. If you have one that is rough and noisy it will either need to be rebuilt or replaced. It is usually cheaper to replace the whole half shaft assembly that is it to rebuild one CV joint, this is also much easier as the whole axle is fully assembled. You just have to pop out your worn out pieces and install new axle.
When driving back and forth my car will not start i have to sit for 1hr then it will start
The
following are the general instructions on the start of diagnosing any
electronically controlled engine or transmission problem.
The
engine and the automatic transmission (transmission control is
only for automatics, engine is still computer controlled no matter
the transmission type) in this vehicle are computer controlled and in
most cases when a fault occurs a fault code is stored in the memory
of the computer control module. There are exceptions to this, such as
the Mass Airflow Meter and fuel pressure problems. What must be done
is to have all the basic testing done such as a scan of the system
for fault codes as well as a check with a live data scanner tool for
engine functions that are not within range of normal, a trained
technician is required to know what is correct and what isn't, then
based on careful diagnostics done from a factory repair manual the
correct part is replaced or the wiring repaired or the computer
replaced (known as the PCM or ECM,ECU), which is very rarely the
problem. Other basic checks must be done as well such as mechanical
problems with the engine as well as engine state of tune and mileage
on the engine. The transmission can have mechanical issues as well
such as no gear engagement at all or a failed pump or other pressure
related problems. Also engine mechanical problems can and do cause
many drive-ability related problem such as rough idle and other
symptoms.
