Won't start
It ended up being corroded wiring. Apparently the wiring from the steering harness to the fuse box under the hood was corroded & had to be replaced.
My rear vents wont close 2003 montana
Remove rear seat belt bolt, remove upper rear panel, splice vent motor wires. Use 12 volt power supply to close. I used battery charger kepp closed so you can wash and keep rain and snow out.

Possible fuel pump went bad or check you starter relay.
Rear tail light problem
It's doubtful that the wiring gauge is too small for the current drawn.
What is more likely is that one of the bulbs is either open or a socket has oxidized, losing contact.
The rapid flashing symptom is pretty common when a bulb loses its filament or the socket is corroded.
The flash rate is controlled by the load on the flasher.
This arrangement lets you know when a bulb has failed as the flasher does not heat adequately before interrupting making the flash rate rapid.
The same effect can occur if a ground is poor on a particular lighting assembly so you will need to locate where and how the ground side is handled.
Often it is via part of the metallic mounting and if you do not find a dedicated ground wire, lossen and tighten any bolts or screws you can locate around the lamp housing.
I don't think you need a service tech, just some time and close attention.
How much dose water pump cost
Hi,Call your Dealer or local Auto parts store. Labor cost is probably the bigger expense in this repair.Also, the water pump may run off the timing belt/serpentine belt. That should be replaced if needed.GL,Td
