Which line on the harmonic balancer do i use to line up with the timing plate?
The manufacturers ignition timing specification for a 1992 Chevrolet S-10 Blazer 4.3L V-6 (VIN CODES W and Z) is 0 Deg. at idle with the EST bypass connector unplugged. You do not have to worry about which line to use on the balancer. There will only be one of them that is even close to the pointer on the timing cover. When the line on the balancer is aligned with the mark on the timing cover with the timing light, you are done.If you really think you REALLY need to know which line is which, then pull #1 spark plug out and using a screwdriver or a punch in the spark plug hole, rotate the engine slowly to find where top dead center is. When you find top dead center on the intake stroke, the line on the balancer that is aligned with the mark on the timing cover will be the one you want to use (the other line will not even be close on the intake stroke OR the power stroke.)Now, if you have your engine modified or something, (I don't know why you are asking someone at a performance shop or why he is telling you 8 to12 Deg. BTDC) then what you need is a timing light equipped with an offset adjustment. You set the offset on the light where you want it (i,e. 10 Deg.), then you align the timing marks as you would for a "normal" engine. You do not need any other marks on the timing cover. (Which is why the manufacturer did not bother to supply them for you.)

The radio does not
Do you see any screws around the faceplate of the radio? Maybe pull out the ashtray and look for screws behind it holding the faceplate on.

GM cars have a passlock system that uses a transponder and reader from the key to start the engine. Just changing the key and cylinder was not going to start the car. The cars BCM ( body control module computer) has to be programmed to match the new key and cylinder. You will have to take it to a dealer or an automobile locksmith that specializes in ignitions. Taking out the box was the worst thing you could have done. Now you have two things that need fixing. All you had to do was take the cars vin number , your registration and maybe tow it to the dealer and they would have cut you a key and programmed it for you.

Under your hood, passenger side bolted right in the middle of your air conditioning unit is a lone relay screwed in with 2 screws. That was the reason my 92 Blazer wouldn't blow 99% of the time. Knew it wasn't likely the motor since mine worked sometimes, and motors usual are just good or bad. The low/med/high fan speed switch has a resistor in it that can also go bad, I changed that 1st, no change, swapped out that $6 relay and now I have a fan again :) Those are really the only 2 things causing your problem unless your wiring is a wreck or something unusual. Bonus: relay's a 5 min fix taking your time.

this old its so simple .it has a ignition module and a crank sensor ,with a distributor so it can only be a crank sensor or the ignition module causing problems ,what about a cracked distributor cap ,dodgy rotor arm of the carbon brush in the cap??Thank your stars you dont repair europeon cars ,read a OBDII hahah i stand more chance of going to the moon

just to make sure everything is operating fine, i would check the order of the wires on the cap and make sure they are in the right order so they are firin the right cylinder at the right time. if the miss you are having is as bad as it is, and letting it die, to the point it won't idle, i would start with that. Buy a little haynes manual from canadian tire, and follow the spark plug wire diagrams in the manual. Trace each wire individually, and relocate if necessary. try that to start. good luck.
